What impediments have historically existed in Georgia to prevent marginalized groups, especially African-Americans from voting?  Describe as many as you can and also describe how it was used to impede voting.  Describe also any efforts to overcome or prevent such impediments.

Article IV, Section 4 of the United States Constitution requires that the State guarantee a Republican form of government for each State's citizens.  Why did the Framers choose this form of government?  What forms of government did they reject and why?
